Fed Dist Ct Judge W M Byrne Jr, presiding in Pentagaon Papers trial, rules on March 16 that defendants D Ellsberg and A J Russo will not be allowed to challenge Govt's system of classifying secrets; defense atty L Weinglass charges that defendants are being deprived of 'very important and major portion' of their case; holds that matter of such substance should be argued in open ct, rather than at judge's bench; defense witness W G Florence, consultant on classification, testifies that disclosure of Pentagon papers has not injured or prejudiced natl defense and has not been advantageous to foreign nation; is not allowed to testify on Govt's classification system but does read to jury sections of Exec Order 10501, signed by former Pres Eisenhower, under which papers were classified; says that papers do not fall under categories of materials that should be classified
