Uruguayan gen strike protesting Pres Bordaberry's closing of Cong enters 12th day; factories are cleared by army only to be re-occupied by workers; observers feel that fate of democracy in Uruguay depends on ability of strikers to hold out; 30,000 take part in funeral cortege of R Pere Bardier, who was shot in back on July 6 by mil patrol, which said he fired on them; closing of Cong has led to formation of informal alliance of trade unions, most pol parties, students and such professionals as doctors and journalists; goal of alliance is Bordaberry's ouster and restoration of democracy; even Govt is affected, with resignations of several officials reptd; public is caught in middle of contest between strikers and Govt and its mil backers; hardships are not sufficient at moment to provoke mass protest but there is anxiety about what will happen when continued closing of most of factories is felt; strike of bank workers is most disruptive; money is in short supply and trade has slowed dramatically; effect of strike on public transport, food supply and news media noted; army and police still patrol Montevideo; Govt has ordered all public servants be dismissed if they do not return to work and that strikers in private enterprise can be let go without compensation
