South African journalist P Laurence (Johannesburg Star) receives suspended sentence on Aug 3 for quoting R Sobukwe, who headed outlawed Pan Amer Cong, in article written for publication in Brit Sunday Newspaper Observer; Laurence mailed his rept to friend in London to relay to Observer but article did not reach newspaper and was mailed from London to police hq in Johannesburg; prosecution was brought under Suppression of Communism Act; contends that reading of article by 2 policemen who opened envelope constituted publication in S Africa; says Observer circulates in S Africa

Fed officials say Nixon Adm ordered telephone wiretap on NY Times columnist W L Safire, when he was 1 of Nixon's 3 speechwriters, as part of 2-yr effort to find and stop leaks of classified Govt information to press; 1 official says wiretap was installed sometime between May '69 and Feb '71 and was 1 of 13 'natl security' surveillances on Adm officials authorized by Nixon; H A Kissinger says on Aug 4 that although he had 'provided some of the names' of individuals suspected as security leaks, Safire's was not among them, telephone int; 1 Fed law-enforcement official, noting that logs of overheard conversations compiled by FBI were sent routinely to Kissinger's office, says it is 'inconceivable' to him that Kissinger could not have known of tap on Safire
