Unwelcome intelligence for the Selborne Society and others who concern themselves with the protection of birds comes from Paris. The last word of fashion there is the feather blouse. This is usually composed of the green and blue plumage of the lophophore bird but the flamingo and the peacock are also requisitioned; and the undeniable beauty of the body plumage of many other birds will drag them, too, into the net of ruthless fashion.

MADRID, March 31. -- The feeling in Madrid to-day is pessimistic. Nothing definite has been revealed by the Government as to the nature of the negotiations being carried on with the United States. But the newspapers, although ignorant of the actual proposals of the United States, constantly urge no surrender. The Heraldo (Independent) and the Nacional (Conservative) oppose even the suggestion of an armistice, and the Correo (Liberal) makes a furious appeal to Don Carlos.

SPANISH SPY IN THE NAVY.; Quartermaster on the Brooklyn Suspected of Treachery.

RICHMOND, Va., April 1. -- A well-known Richmond banker to-day gave out a story which has been kept quiet for several days by the naval people at and near Newport News involving, as it does, some unusual actions on the part of a petty officer of the cruiser Brooklyn. When that ship was recently at Newport News the Quartermaster is said to have manifested unusual interest in the Spanish-American situation.

THE FLYING SQUADRON.; Commodore Schley Reports that His Vessels Are Ready to Sail.

NEWPORT NEWS, Va., April 1. -- It is learned from reliable sources that Commodore Schley received an inquiry to-day from the Navy Department at Washington asking just when he could send his squadron to sea. It is understood that the Commodore replied that he could put out of Hampton Roads immediately if necessary. It is rumored here to-night that the Brooklyn and the Massachusetts may drop down to Hampton Roads at any time to-morrow.

Stock Exchange dealings were erratic yesterday. "The pulse of the country" beat unsteadily. It was weak, rallied, became excited and feverish, almost stopped and throbbed again, all in rhythm to the news of the international situation, which, through public and private channels, found its way to the brokers and their customers.

WITH THE FLYING SQUADRON.; The Cruiser Columbia Joins the Command of Commodore Schley.

FORT MONRE, Va., March 31. -- The belated cruiser Columbia, for which Commodore Schley of the flying squadron looked in vain all day yesterday, anchored off Fort Monroe this morning just after daylight. She spent some extra time on her trip from Philadelphia here trying the speed of her engines. Everything was found in satisfactory condition.
