Yugoslavia Jails Mihajlov for 7 Years

Mihajlo Mihajlov, Yugoslav writer accused of having criticized regime of Pres Tito in Western press, is sentenced to 7 yrs at hard labor; Novi Sad Dist Ct presiding judge Dragomir Cvetkovic also prohibits Mihajlov from any writing, public speaking or broadcasting for period of 4 yrs after completion of his sentence; Cvetkovic says sentence should be interpreted as both personal and general warning; harsh sentence is presumed to have been ordered by Tito, who earlier in wk delivered speech before Central Com of League of Communists in which he denounced Mihajlov and asserted that Western press had exaggerated dissident's importance; Mihajlov was charged with 'hostile propaganda,' specifically for 4 articles he wrote, one of which was published by NY Times; in one article he compared new Yugoslav system for choosing delegates to Natl Assembly with system adopted in Fascist Italy in '33 (M)
