Ronald Rutti, reporter for Mansfield (Ohio) News Journal, is sentenced to jail on contempt-of-ct charge after refusing to surrender to Judge Max H Chilcote notes from series of articles describing several beatings and mysterious deaths in Richland County jail; contempt action comes in pretrial hearings on indictments of Sheriff Thomas E Weikel and 11 deputy sheriffs who are facing charges that include theft in office and violations of civil rights; Rutti is believed to be 1st Ohio reporter sentenced to jail for attempting to protect confidential news sources; is taken into custody but released while he appeals contempt citation; defense attys, to support motion for dismissal, issue subpoenas to 8 reporters and editors from 3 Ohio newspapers; those subpoenaed include Robert Hiles (Mansfield News Journal), Martin D Yant (Akron Beacon-Journal) (M)
