LEAD: The Ford Motor Company said it had increased the cash allowance alternative on its cars and extended its buyer-incentive program until June 8, from May 9. It said buyers of all 1986 and 1987 models of the Taurus and Sable now had a choice of a $500 cash allowance or a 3.9 percent to 9.9 percent annual percentage rate financing.

LEAD: The car maker Fiat S.p.A. and another Italian concern are close to forming a joint venture that could make Italy a competitive international force in telecommunications. The venture would be between Telettra, a subsidiary of Fiat, and the state-owned telecommunications group Italtel. To be called Telit S.p.A., it would quickly seek an alliance with larger companies, Milan analysts said.

LEAD: Northwest Airlines Inc. said it would eliminate 646 positions, about 1.9 percent of its work force, through attrition and layoffs beginning this week. The company said it hoped to rehire many of these employees later. Northwest said the job cuts were intended to help control costs in the face of pricing competition created by low-cost, nonunion airlines.
