A two-year investigation of organized crime's penetration of New York newspaper deliveries has uncovered evidence of the theft of about 20,000 newspapers each day at The Daily News last year, state prosecutors said in Manhattan yesterday. An Assistant District Attorney, Sean Dwyer, said the investigation showed that the theft was organized by members of the Colombo and Lucchese crime families and that it followed the pattern of similar thefts at The New York Post last year by a third Mafia crime family.

The Aon Corporation, an insurance holding company, said yesterday that it had agreed to acquire Frank B. Hall & Company, a unit of Reliance Group Holdings Inc., for about $475 million. Aon said in a statement that it would pay as much as $125 million in cash and $350 million in preferred stock. The transaction is expected to be completed in the fourth quarter.

Sneaker fads may be fleeting, but athletic shoes may last for decades. That's why Nike Inc. is introducing sneakers made of recycled materials. Nike, the country's largest athletic shoe manufacturer, said that starting in the spring it would sell a new version of its Air Escape Low shoes with soles made of about 20 percent recycled materials. The shoes, to be priced at $75, will be sold in boxes made of recycled paper.

OTIS ELEVATOR IN JOINT VENTURE WITH POLAND

The United Technologies Corporation said that its Otis Elevator Company unit had formed a joint venture with PRDiE, a state-owned elevator company, to sell, install and service elevators in Poland. Otis will hold a 70 percent stake in the joint venture, to be called Otis-Krakow, United Technologies said in a statement. Otis will upgrade and retool PRDiE's facilities in Krakow and transform the operation into a service center for the region, the company said.

Thermo Instrument Systems Inc. said it made a $21-a-share, or $158 million, cash tender offer in connection with its bid to buy the Nicolet Instrument Corporation, which designs and services measurement and biomedical instruments. The offer is contingent on the number of shares tendered, added to already owned shares, giving Thermo Instrument 75 percent of Nicolet's common stock outstanding. Nicolet has 7.5 million shares outstanding.

PRIME COMPUTER PLANS TO SHUT HARDWARE DIVISION

Ross Cosmetics Distribution Centers says its survival would be seriously jeopardized if its main supplier was unable to ship goods to the company. Ross also disclosed in its latest quarterly filing with the Securities and Exchange Commission that its inventory soared to $11.67 million in the quarter ended May 31, from $7.63 million in the quarter ended Feb. 29. Ross, based in Duncan, S.C., had enough inventory at the end of the last quarter to cover 138 days of sales.

Philippines in Debt Accord

The Philippine Government has signed an agreement to restructure $3.8 billion in medium- and long-term commercial bank debt. Officials said today that the country plans to sell new government or agency securities in the near future. The agreement reduces annual principal and interest payments on the Philippines' external debt to $3.1 billion from $5.4 billion, said Jose Cuisia, the governor of the central bank. It will also lower the debt payments next year to around 20 percent of exports from 36 percent in 1986, he said. The Philippines' debt currently totals about $30 billion.

The article about Ron and Melodie Moore's venture into publishing Skinflint News could not have been appreciated more by any reader. It was not so much the intriguing new career the Moores have fashioned from their "career discontent" and from opportunity that attracted me as the underlying philosophy and sense that frugality is a way of life. There is indeed more to it than mere economizing or seeking bargains.
