MEXICO CITY, Aug. 14 As ever, he hurries around the country, snipping the ribbons on new highways, forgiving farm loans to peasants, preaching a gospel of Mexican change. But in the twilight of his power, President Carlos Salinas de Gortari has a new religion. Having sought for most of his administration to hold back pressure for greater democracy in order to carry off sweeping economic changes without jeopardizing his party's 65-year hold on power, Mr. Salinas is now embracing the country's demands for political reform. - With the approach of elections next Sunday, he has called on Government officials to refrain from the sort of fraud that stained his own presidency, pressed for more impartiality from the television networks that have often been his propagandists, and made peace with some of his bitter critics. Perhaps most important, he has repeated again and again that he will observe a basic democratic mandate that has gone untested in Mexico since his Institutional Revolutionary Party, the PRI, was formed in 1929: Mr. Salinas, who is barred from re-election under the Constitution, says he will turn over power to whoever wins a fair vote regardless of the party the victor represents. Merrill Lynch & Company, the nation's biggest securities firm, said yesterday that its third-quarter revenues fell 14 percent from the second-quarter levels. "Financial markets continued to weaken in July 1994, leading to lower volumes in many business areas," Merrill Lynch said in a quarterly report filed with the Securities and Exchange Commission.

Megafoods Stores Inc., whose share trading was halted Friday by Nasdaq, is likely to file for reorganization under Chapter 11 this week, the company said yesterday. Megafoods' stock plunged more than 60 percent on the announcement. It was down $2.265, to $1.375 yesterday, on volume of 1.2 million shares, more than 25 times its three-month daily average. The operator of discount supermarkets had planned to report second-quarter results last week, although an outgoing message on the voice mail of the company's investor relations group said Friday that results would be released today. Megafoods operates 71 stores in Arizona, California, Nevada and Texas.

S.A. Holdings Inc., a telecommunications company based in Texas, said yesterday that it had signed an agreement to market and distribute Philip Morris tobacco products in Russia. The agreement is expected to "significantly enhance" S.A. Holdings' revenue potential, the company said in a statement. S.A. Holdings said the company would begin the operation of a national sales and distribution network immediately. S.A. Holdings shares closed down 6.3 cents at $2.75 yesterday. Philip Morris stock was unchanged.

Cox Cable Communications said early today that it planned to develop a $369 million cable network in the Queensland state of Australia. The venture involves Rowcom Holdings, a privately owned television licensee. James O. Robbins, president of Cox Cable, said the project would build a cable network covering 700,000 households in the Brisbane metropolitan area and in the coastal resort areas known as the Gold Coast and Sunshine Coast. Construction is expected to begin early next year.

The Scott Paper Company said it had formed a joint venture with the Shanghai Paper Corporation to make and sell Scott tissue products in China. Scott will hold a controlling 56 percent interest in Scott (Shanghai) Ltd. Scott said it would invest $17 million to $18 million in the venture.

The Chrysler Corporation said yesterday that it had signed an agreement with the MTS Systems Corporation for MTS to equip Chrysler's 11 North American auto manufacturing plants with automated "buzz, squeak and rattle" detection systems. The order from Chrysler is the largest MTS has ever received from any single manufacturer, the company said. While terms of the order were not disclosed, an MTS spokesman, Don Grussing, said that each system costs between $250,000 and $400,000. Shares of MTS, based in Eden Prairie, Minn., closed down 25 cents at 23.875, while Chrysler closed up 25 cents at 46.50.

The Kerr-McGee Corporation said yesterday that it would take a third-quarter charge to cover the costs of a restructuring that would eliminate 250 jobs, or 20 percent of its Oklahoma City work force. The company estimated it would save $25 million a year after the restructuring. The amount of the charge was not immediately available. Kerr-McGee, with 5,800 workers worldwide at the end of 1993, joins a growing number of American energy companies that are laying off workers, selling assets and taking other steps to trim spending in the face of declining oil and natural gas prices.

The First Union Corporation said it had agreed to buy 31 branches in western Florida from the Great Western Financial Corporation, adding to its operations in key Florida markets. Under the agreement, First Union, based in Charlotte, N.C., will pay Great Western, based in Chatsworth, Calif., a premium of 7.25 percent for the branches and $1.04 billion in deposits, or about $75.4 million in cash. The purchase is First Union's third in Florida in the last two months. In New York Stock Exchange composite trading, First Union's shares closed down 12.5 cents at $45.375 yesterday.
